It was built in 1985-1986 by Joe Wai, Donald Vaughan and Wang Zu-Xin with help from the Landscape Architecture Society of Suzhou, China.
It has its own exterior public park and paid-access garden, linked by an artificial pond.
The garden was built according to Feng Shui and Taoist principles to ensure harmony and balance between contrasts.
