In 1906, Victor Bergeron obtained from the town council the right to build and operate a water main to supply the village with water. This resolution was granted for a period of 25 years. Water was supplied from Lac-Bois-Franc via cedar pipes.
Bergeron was appointed by the Lieutenant-Governor of the Province of Quebec as Commissioner of Schools for Saint-Adolphe-d'Howard, and was elected Mayor of the municipality between 1910 and 1913. He also worked as a machinist for the City of Montreal, which gave him good construction skills.
